This Citroën Dispatch van is used by North Yorkshire Police for driver training. During blue-light training, it is normal for the lights and siren to remain on, irrespective of traffic levels, while travelling just under the speed limit.
Also shown is the rear, with windows all around and rows of seats inside. The windows help visibility when learning to drive the van on blue-light runs, and the rows of seats allow several students and an instructor to observe the driver.
